It is a matter of probability incorporated into the pandemic corona, how fast and rampant is it in its spread. The countries like ours having poor health system are more vulnerable and their already failed health system could touch a new bottom. It is therefore much a needed act is to resort to locked down. Which of course is not without paying heavy price I.e. recession.
